About Us
The Minority Business Enterprise Center connects minority-owned companies to capital, contracts
and business advisors. By strengthening and expanding minority business, the Minority Business Enterprise Center serves
as a catalyst for job creation and economic development in communities around the country. Eligible businesses are those
with at least 51% minority, female, or disabled veteran ownership.
MBEC is a federally funded program by the Minority Business Development Agency (MBDA) of the
U.S. Department of Commerce which is the only federal agency created specifically to foster the creation, growth and expansion
of minority-owned businesses in America. The New Jersey MBEC is operated by the Interracial Council for Business Opportunity.
Our Staff:
Hilda Rayas is the Acting Director at the NJ Minority Business Enterprise Center. She assists eligible businesses with a wide
variety of services. Her past work experience includes strategy, business development, business planning and forecasting, sales
and marketing in domestic and international markets, and management experience in the profit and non profit sectors. Hilda has
a bachelors of science from the University of Texas at El Paso, and is fluent in Spanish.

Bill McGugins is a Business Specialist for the NJ Minority Business Enterprise Center. Like Hilda, he assists minority, women, and
disabled veteran owned business enterprises with an array of services. He serves both the private and public sector with: contract
procurement, SBA/loan packaging; local/federal certifications; company valuation; assessment of mergers/acquisitions; workshops;
business and marketing plans. Bill has a B.S. in Economics and work experience in Marketing management experience and Strategy
development in communication and positioning.
